EU Deforestation Regulation (EUDR) Implementation Delayed by 12 Months – Implications for the Tire Industry

On Nov 26 (11:00 CET / 18:00 GMT+8), the European Parliament voted to delay the EU Deforestation Regulation (EUDR) by 12 months.

Background
EUDR (enforced Jun 2023) targets 7 commodities (including rubber, critical for tires) to combat deforestation. Initially set for Dec 30, 2024 implementation, it was first delayed in Dec 2024; this second delay aligns Parliament and Council positions.
Mexico Issues Definitive Anti-Dumping Ruling on Chinese Rubber Products
In Nov 2025, Mexico issued a definitive affirmative anti-dumping ruling on Chinese SBS rubber, imposing a duty of $0.8324/kg. Meanwhile, the US, UK, India, Eurasian Economic Commission and other countries/regions have implemented anti-dumping, countervailing and other restrictive measures on Chinese tires. From Jan to Oct 2025, China’s rubber tire exports saw slight year-on-year growth in volume and value, but both dropped significantly in Oct alone. Chinese tire enterprises need to explore new development paths amid global trade barriers.
Turkey Launches Anti-Dumping and Countervailing Investigations on Tyres

Turkey’s Ministry of Trade has launched anti-dumping investigations into pneumatic tyres for passenger/light commercial vehicles (PCR, LT) imported from 6 countries: South Korea, Hungary, Czech Republic, Serbia, Slovakia and India. Initiated by local manufacturer Petlas (over "unfair low-cost imports"), the probe covers light/medium-heavy commercial vehicle and agricultural tyres, spanning Jan 2022-Dec 2024 to check import volume changes and domestic industry damage.​
Authorities will focus on whether imported prices harm local industry (even downward price pressure alone can support a ruling). Key findings: 2024 saw South Korean light commercial vehicle tyres undercut local prices (no major impact in 2022-2023); Czech, Hungarian and Serbian products dragged down local prices 2022-2024 (Slovakia had minimal impact); Serbian medium-vehicle tyres affected 2023-2024 prices (South Korea did not); Indian/Czech agricultural tyres caused partial price drops.​
Stakeholders must respond to the Ministry’s questionnaires within 37 days. As a Europe-Middle East hub for tyre exports, Turkey’s prolonged probe or additional tariffs may restrict South Korean tyre sales locally and to Europe, hitting both OEM and aftermarket sectors.
